The government appointed Ghising as the NSC member secretary at the recommendation of the Ministry of Youth and Sports (MoYS). The MoYS had formed a committee to recommend the name of the new member secretary of the NSC.

The committee had recommended the names of Achutam Lamichhane and Mamata Shrestha including Ghising for the post of NSC member secretary from among 18 applicants for the post.

The post of NSC member secretary had been remaining vacant after government dismissed the former member secretary Ramesh Silwal from the post on the charge of failing to show good performance in the concerned fields. Silwal was appointed in the post by erstwhile KP Oli led government.
