Kathmandu, Nepal, December 13, 2022: The government’s decision to amend the criminal procedure code through an ordinance, allowing the government to withdraw criminal cases has been dragged into controversies from different sectors. 


Not only the opponent political parties and critics but also the National Human Rights Commission (NHRC), civil society members and the rank and file of the ruling head Nepali Congress have also criticized the government for taking decision to introduce the controversial ordinance.

The NHRC has written a letter to the Office of the Prime Minister and Council of Ministers on Monday seeking details of the draft law. Issuing a statement, the right defending body of the country has stated that its serious attention has been drawn to the government decision. 

Similarly, the second largest party, the CPN-UML, and fourth largest party Rastriya Swatantra Party (RSP) have also criticized the government’s decision to bringing the ordinance.

Ruling head Nepali Congress’s leaders namely as vice-president Dhan Raj Gurung, general secretary duo Gagan Thapa and Bishwa Prakash Sharma and senior leader Shekhar Koirala and others have also criticized the government for introducing the controversial ordinance. 

General Secretary Thapa has forwarded a demanded that the government should immediately withdraw the ordinance.  “As there have been neither discussions nor any decision taken within the party regarding the ordinance, the party can’t take responsibility for the government’s faulty decision,” Thapa said.

Talking to media persons Thapa said “the ordinance is wrong on legal, political and moral grounds.” Terming the government’s decision to introduce the ordinance as “unconstitutional, undemocratic and against the spirit of the parliamentary system,” Thapa said “the caretaker government can’t decide on matters having long-lasting implications.”
