Kathmandu, Nepal, february 2, 2022: CPN UML leader and lawmaker Bhim Bahadur Rawal has urged not to approve proposed $500 million Millennium Challenge Corporation (MCC) Nepal Compact Project from parliament without amendment in some provisions mentioned in the agreement.
Issuing a open memorandum on the name of Prime Minister Sher Bahadur Deuba, House of Representative (HoR) Speaker Agni Prasad Sapkota, National Assembly Chairman Ganesh Prasad Timilsina and other concerned stake holders Rawam made the urge on Monday underling the amendment in the agreement.
Rawal, who has been opposing the MCC from the very beginning, has made such an urge at the time when government is in the process to ratify the MCC from the ongoing session of the parliament. Though Rawal had flatly been protesting the MCC in the past, he has backtracked from the earlier stand and protested only the idea to ratify the MCC from the parliament without amendment.
I would like to express my belief that everyone would fulfill their responsibilities for the long-term protection of national independence, interests and dignity of the nation by not ratifying the MCC agreement from the parliament, Rawal has stated in the statement. As no country has ever ratified such a grant from the parliament, why does the MCC agreement have to be ratified by parliament in Nepal? Rawal has questioned.
In the statement, he has also claimed that the project is not in favor of Nepal as US laws have to abide by if the MCC agreement is approved from the parliament.Some provision of the MCC that contradicts with the constitution should be amended, Rawal has stated. However, he did not stated the provisions that has to be amended before ratifying from the parliament.
